What actually applies and why?
All kinds of things apply: laws, rules, research results, promises, bets, exchange rates, weights and measures, timetables, etc. We seldom think about what is meant by 'valid' in all this.

It seems as if the words 'apply' and 'validity' always mean something different, and as if one is more valid than the other. Many believe that only facts and what is true can be valid. But what is a fact and why something is 'true' is disputed and should be clarified beforehand.
For laws, bets and exchange rates the criterion of truth cannot be applied directly. The question of validity is a fundamental question. Relativism, arbitrariness and disorder can rise if we cannot answer it.
